    今年的英语一第四篇文章是一篇时效非常强的文章,节选自TheWallStreetJournalOnline华尔街日报在线,是去年2013年7月1日发布的文章。下面是文章的全文呈现,只是真题把原文中最后四段合成了一段。文章的结构非常完整,设题的角度也和历年真题如出一辙。IlliberalEcationandthe'HeartoftheMatter'Monday,July1st,2013FromTheWallStreetJournalOnline‘TheHeartoftheMatter,”thejust-releasedreportbytheAmericanAcademyofArtsandSciences,deservespraiseforaffirmingtheimportanceofthehumanitiesandsocialsciencestotheprosperityandsecurityofliberaldemocracyinAmerica.Regrettably,however,thereport’sfailuretoaddressthetruenatureofthecrisisfacingliberalecationmaycausemoreharmthangood.In2010,leadingcongressionalDemocratsandRepublicanssentletterstotheAmericanAcademyofArtsandSciencesaskingthatitidentifyactionsthatcouldbetakenby“federal,stateandlocalgovernments,universities,foundations,ecators,indivialbenefactorsandothers”to“maintainnationalexcellenceinhumanitiesandsocialscientificscholarshipandecation.”Inresponse,theAmericanAcademyformedtheCommissionontheHumanitiesandSocialSciences,withDukeUniversityPresidentRichardBrodheadandretiredExelonCEOJohnRoweasco-chairmen.Amongthecommission’s51membersaretop-tier-universitypresidents,scholars,lawyers,judges,andbusinessexecutives,aswellasprominentfiguresfromdiplomacy,filmmaking,musicandjournalism.Thegoalsidentifiedinthereportaregenerallyadmirable.Becauserepresentativegovernmentpresupposesaninformedcitizenry,thereportsupportsfullliteracy;stressesthestudyofhistoryandgovernment,particularlyAmericanhistoryandAmericangovernment;andencouragestheuseofnewdigitaltechnologies.Toencourageinnovationandcompetition,thereportcallsforincreasedinvestmentinresearch,thecraftingofcoherentcurriculathatimprovestudents’abilitytosolveproblemsandcommunicateeffectivelyinthe21stcentury,increasedfundingforteachersandtheencouragementofscholarstobringtheirlearningtobearonthegreatchallengesoftheday.Thereportalsoadvocatesgreaterstudyofforeignlanguages,internationalaffairsandtheexpansionofstudyabroadprograms.Oneofthemorenovelideasinthereportisthecreationofaorderviagra“CultureCorps”incitiesandtownacrossAmericato“transmithumanisticandsocialscientificexpertisefromonegenerationtothenext.”Unfortunately,despite2½yearsinthemaking,“TheHeartoftheMatter”nevergetstotheheartofthematter:theilliberalnatureofliberalecationatourleadingcollegesanduniversities.ThecommissionignoresthatforseveraldecadesAmerica’scollegesanduniversitieshaveprocedgraateswhodon’tknowthecontentandcharacterofliberalecationandarethusdeprivedofitsbenefits.Sadly,thespiritofinquiryonceathomeoncampushasbeenreplacedbytheuseofthehumanitiesandsocialsciencesasvehiclesfordisseminating“progressive,”orleft-liberalpropaganda.WeknowfromtheextensivedocumentationthatWilliamF.BuckleyJr.providedinhisstellarcritiqueofAmericanacademia,“GodandManatYale,”firstpublishedin1951,thatthispropagandizingextendsbackatleasttothemiddleofthe20thcentury.Today,professorsroutinelytreattheprogressiveinterpretationofhistoryandprogressivepublicpolicyasthepropersubjectofstudywhileportrayingconservativeorclassicalliberalideas—suchasfreemarkets,self-relianceandadistrustofcentralplanning—asfallingoutsidetheboundariesofroutine,andsometimeslegitimate,intellectualinvestigation.Meanwhile,coursesproliferateonhighlyspecializedtopics—Muslimsinmovies,gayandlesbiangardeners,themathematicalformalizationofpoliticaldecisionmaking,forexample—thatcloselycorrespondtoprofessors’nicheresearchinterestsbutcontributelittletostudents’graspofthebroadsweepofWesterncivilizationanditsliterary,philosophicalandreligiousmasterpieces.Throughspeechcodes,endlessseminarsandworkshopsdesignedtoteachstudentshowtoavoid“offensive”speech—andbyhandlingsexualharassmentandsexual-assaultallegationswithproceresthatunderminethepresumptionofinnocence—universitiesteachstudentstodiscountfreespeechandeprocess.TheAmericanAcademyofArtsandSciencesdisplaysgreatenthusiasmforliberalecation.YetitsreportmaywellsetbackreformbyobscuringthedepthandbreadthofthechallengethatCongressaskedittoilluminate.FromTheWallStreetJournalOnline
